Open Access - Service Providers "taking over" an object where another Service Provider has an active service
This article explains how COS Business Engine handles situations where a Service Provider attempts to place a new order on an object that already has an active service from another Service Provider in an Open Access network.
Scenario Overview
-
Up Networks has an active order on an object
-
You are logged in as CLE Admin
-
A new Service Provider attempts to create a new order on the same object
Creating a New Order While Another Service Is Active
Warning When Creating a New Order
When clicking New order, a warning banner is shown indicating that another Service Provider already has an active service on the object.
This is expected behavior and is intended to prevent accidental service conflicts.

Error When Using Today’s Date
If you:
-
Set From date to today’s date
-
Click Save
An error will be shown.
Reason:
A new service cannot start immediately while another Service Provider still has an active order on the object.![]()
Allowed Takeover Scenario
If the existing order from the current Service Provider:
-
Is in Awaiting cancellation status
-
Has a Cancellation date set
Then the other Service Provider can create a new order, as long as:
-
The From date is set to a future date (not today)
What Happens Next
-
The new order is accepted with a future From date
-
When the new order is activated:
-
The old order is automatically deactivated
-
The new Service Provider takes over the object
-
This behavior supports Open Access principles while ensuring service continuity and operational safety.
